The ancient Silk Road has promoted cooperation and exchanges among countries in Asia, Europe and Africa. Today, under the active initiative of China and the active response from these countries, the Belt and Road joins hands with them on the premise of win-win cooperation to add new impetus to mutual development and make new contributions to the development and prosperity of mankind. Today, as an echo to the WHO combat against global impact of neglected tropical diseases, 103 institutions from 30 countries and regions along the Belt and Road gather in the beautiful coconut city, Haikou, to create an alliance of tropical medicine. It is intended to jointly build the career of tropical medicine, wipe out tropical diseases, and promote the health and well-being of the people in tropical regions. For the above purposes, we issue Haikou Declaration as follow:
1. Advocate harmonious coexistence, openness and inclusiveness.
Today 1.2 billion people in 149 countries and regions worldwide are affected by tropical infectious diseases. With global climate change and social development, these diseases will jeopardize public health worldwide. The alliance will be formed on the basis of brainstorming, dialogue and consultation, following the route of promoting public welfare and open development. To achieve sustainable development, this alliance will, from countries along the Belt and Road and also from other countries and regions, take in more institutions of higher learning, medical care, scientific research and public health to be its members.
2. Advocate co-building and sharing, and achieve win-win cooperation.
To eliminate tropical diseases, this alliance will strengthen the cooperation among its members, medical institutions and medical colleges, adhering to development philosophy of innovation, collaboration, and open and sharing. To enhance the allied members’ research on tropical medicine and their overall quality of medical service, long-term partnership among allied members will be encouraged to establish.
3. Advocate practical cooperation, and achieve actual and innovative effects.
Based on the advantages of its members in different research domains, the allianceappeals to complementary cooperation in major planning and research projects concerning tropical medicine. To facilitate discipline construction and cross development of tropical medicine for countries along the Belt and Road, the allied members will work together to establish a communication platform and an open multidisciplinary think-tank.
4. Advocate mutual learning, and train qualified personnel.
he training of medical personnel and researchers in the field of tropical medicine is the prerequisite for improving the overall quality of medical service in the field of tropical medicine. The alliance advocates the establishment of training base with joint efforts from countries along the Belt and Road, to train innovation talents for the cause of tropical medicine, improve education quality of tropical medicine, and provide for the development of tropical medicine high-quality international talents with knowledge,ability and medical ethics.
Members of the alliance will work together to combat the threats and challenges of tropical diseases. Let’s seize the unprecedented development opportunities brought by the strategy of the Belt and Road and strengthen the capacity of all countries along the Belt and Road to prevent and control tropical diseases. We believe that our joint efforts will make a major contribution to health improvement of the people in these countries and struggle against diseases caused by poverty !
